Two Inland Empire communities are getting a financial boost from the state to build affordable housing and related infrastructure projects.
San Bernardino and Hemet are getting roughly $50 million combined to build two affordable housing complexes and the infrastructure that surrounds them.
In San Bernardino, the state’s Affordable Housing and Sustainable Communities grant program awarded $15.8 million to phase four of the $200 million Arrowhead Grove Neighborhood Revitalization project. The 30-acre master-planned community — launched in 2012 by the Housing Authority of the County of San Bernardino and National CORE — is replacing Waterman Gardens, a 1940s-era public housing site.
According to National CORE, the latest grant comes in two parts: an $8.7 million loan for housing and a $7.1 million grant for community improvements to update sidewalk, bikeways, bus service and bus stops. The community also will see an “urban greening” and a high-visibility crosswalk.
The affordable housing complex will have 92 affordable, mixed-income units. The complex’s grounds will include covered parking with solar panels and electric vehicle charging stations.
“Each new step of this innovative, resident-focused development deepens the significant transformation we are seeing for the San Bernardino community,” National CORE President Michael Ruane said in a statement.
The first three phases included Valencia Vista (completed in 2016), Olive Meadow (2017) and Crestview Terrace (2022). The communities have a combined 321 homes.
In Hemet, a $35 million grant is going to Palm Villas at State.
The project is a collaboration among Palm Communities, the city of Hemet, the Riverside Transit Agency, the Riverside County Transportation Commission and CalVans.
The grant will support the construction of 109 units, 49 of which will be set aside for formerly homeless families.

Last week, Gov. Gavin Newsom said $789 million from the Affordable Housing and Sustainable Communities grant program was awarded to 20 communities for 24 affordable housing and infrastructure projects.
The governor’s office said the grants would help to create 2,483 rent-restricted homes, buy 52 zero-emission transit vehicles, build 60 miles of bikeways, install some 100 bus shelters up and down the state.
