Closed session meetings for the Moreno Valley City Council will start a half-hour earlier beginning in November.
The council approved the time change in a 3-1 vote Tuesday, Oct. 15, with Councilmember Elena Baca-Santa Cruz opposed. Closed sessions will move to 4 p.m. They were previously held at 4:30 p.m., but the majority of the council wanted to add more time to closed sessions to allow for longer deliberations before it meets in open session.
“We feel a little rushed to get (closed session) done,” Councilmember Ed Delgado said at the meeting Tuesday. “I concur that a 4 o’clock start time for closed session would be appropriate and almost necessary.”

Baca-Santa Cruz agreed that closed sessions have felt rushed and preferred the earlier closed session time, but thought special presentations could be pushed later to 6 p.m.
Special presentations will remain at 5:30 p.m. and regular meetings will remain at 6 p.m., the majority of the council ruled.
The council meets the first and third Tuesdays of each month at Moreno Valley City Hall, 14177 Frederick St. The earlier start times for closed sessions will begin at the Nov. 5 meeting.
