How can the city best meet the demand and mandates for more housing, including at lower prices, while also preserving the quality of life for existing neighborhoods and residents?

The city of Moreno Valley can best meet the demand and mandates for more housing, including affordable options, by following the successful model of the Courtyards at Cottonwood Phase II. By fostering public-private partnerships, like the one between the city, the county and private developers, we can maximize our tax dollars to help those that need it the most. This project demonstrates that with thoughtful planning and collaboration, we can expand affordable housing while maintaining the character and quality of life in our neighborhoods, ensuring that all residents have access to safe, supportive, and vibrant communities.

How should the city balance paying off debts, such as pension liabilities, and building reserves all while meeting residents’ needs? Should a solution involve finding new revenue, trimming the budget, or something else entirely? 

The City Council adopted the 2023-2024 and 2024-2025 two-year budget, the city’s 12th consecutive balanced budget. Trimming the budget should be approached cautiously, focusing on reducing inefficiencies rather than cutting vital services. By continuing to monitor economic trends and potential cost increases, and adjusting our strategies accordingly, Moreno Valley can sustain its strong fiscal position while meeting the needs of our growing community. Ultimately, a balanced approach that includes finding new revenue, careful budget management, and prudent investment in the community will keep us on firm financial footing for the future.

In your opinion, what is the biggest need your city faces, and how would you address it? 

In my opinion, the biggest need Moreno Valley faces is balancing rapid growth with maintaining our quality of life. As our city continues to expand, we must ensure that infrastructure, public safety, and affordable housing keep pace with this growth.

To address this, I would focus on strategic planning and smart development, ensuring that we continue to approve projects like the Courtyards at Cottonwood to not only meet housing needs but also enhance the community with amenities and services. Additionally, I would advocate for continued investment in infrastructure, public safety, and community programs to ensure that as we grow, every resident continues to enjoy a high quality of life.

Why would you make a good leader, and how would you represent the diverse communities of your city? 

I would make a good leader because of my deep roots in Moreno Valley, my proven track record of public service, and my commitment to listening to and advocating for all residents. My experience as a councilmember has equipped me with the knowledge and skills needed to address the city’s challenges while working collaboratively with others.

To represent our diverse communities, I would continue to engage directly with residents, ensuring that every voice is heard and considered in decision-making. By prioritizing inclusivity, transparency, and community engagement, I aim to create policies that reflect the needs and values of all segments of our city.
